I am a solicitor in the Public & Regulatory team. I advise on the full range of public law issues clients bring to us, both contentious and advisory. I work with public bodies, regulators, charities, private sector bodies and individuals.

I have particular experience and expertise bringing significant and complex judicial review claims for campaign organisations in the High Court, Court of Appeal and Supreme Court across a broad range of subject matter. Most notably I advised a consortium of public authorities and an environmental NGO on the challenge to the proposal to construct a third runway at Heathrow.


  • I work with auditors involved in the audit of local government bodies under the local audit statutory framework.

    I am advising an auditor in relation to the powers they can exercise in response to objections raised by a member of the public to a local authority’s statement of accounts including the interplay between various competing statutes.

  • I advised a school on a prospective challenge to the headteacher’s decision to exclude a pupil.

    I advised the school on the merits of the challenge and drafted a robust response to the proposed claimant which resulted in the challenge not being pursued.

  • I advise a statutory regulator on decisions taken in their fitness to practise proceedings including conducting appeals brought against their decisions in the High Court.
  • I am advising an industry self-regulator which is also a charity on amendments to their code of ethics.
  • I am advising a non-departmental public body on the implications of being subject to a framework document (a document required by government controls on spending public funds) which it is proposed to be entered into with its parent body and the government.
  • I am advising a charity on who is responsible to maintain certain bridges in London under highways law.
  • I advised a local campaign group on proposals to hold a motorcycle road race and the various decision making steps.
  • I have advised a public authority on questions of whether it has jurisdiction to exercise its powers.
  • I advised a local campaign group on equality issues in proposals taken by a highways authority.
  • I have conducted numerous judicial reviews and statutory reviews for a wide range of clients. I work closely with clients and counsel throughout the process mindful always of what can be achieved through the process and how that will further the client’s aims.
