Experience

I’ve been a professional regulation specialist for over forty years, with a particular focus on health and social care regulators. I’ve advised clients on the full range of regulation issues they’re likely to encounter, including allegations, advice, advocacy and handling appeals. As a former solicitor advocate with higher rights, I’ve appeared before the Master of the Rolls and the High Court on appeals, giving me a depth of practical experience to draw on when helping clients today. I’m also experienced in undertaking audits for clients and training committee members.

In the main we worked for health and social care regulators, but I was also appointed to the panel of lawyers set up by the SRA to act on their behalf in proceedings before the SDT. The work for all the regulator clients included investigation of allegations, advice, advocacy and handling appeals. As I had Higher Rights I was able to appear before the Master of the Rolls and the High Court on appeals. I also undertook audits for clients and training in relation to their Committee members.

  • During 2018 I undertook a number of cases for a non-statutory regulator, providing advice and advocacy.
  • I also undertook training for Committee members of a Statutory regulator with another member of the team.

Qualifications and career

  • I obtained an LLB from Exeter University
  • I qualified as a solicitor in 1974 and joined Walker Martineau
  • I was a partner at Walker Martineau from 1977 until 2000 when I became a partner at Penningtons following the merger. I remained a partner there until 2013
  • Thereafter I was a consultant with Penningtons and then Penningtons Manches until joining Bates Wells 2019
  • I also have Higher Rights of Audience

Pro bono, memberships, and appointments

  • I am a first tier tribunal judge (mental health)
  • I am the Director of Appeals for the GDC
  • I was previously a legal Chair of Registration and Certification Appeals for the GMC, and the first Chairman of ACCA's Regulatory Board.
  • I am a member of ARDL.
