I am an associate in the Public & Regulatory team. I advise on the full range of public law issues clients bring to us, both contentious and advisory. I work with public bodies and those with hybrid functions, local authority-maintained schools, regulators, charities, awarding organisations and private sector bodies and individuals. I have previous experience working with large social and healthcare regulators, as well as training in civil litigation representing legal aid clients.
I have represented Interested Persons in complex inquest proceedings, including charities and organisations with hybrid public/private functions, and for claimants and defendants in Human Rights Act 1998 claims. I act for clients with Core Participant status in high-profile public inquiries.
I have experience in the education sector including defending Equality Act claims in the First-Tier Tribunal (Special Educational Needs and Disability), representing schools and academies in relation to complaints against non-ministerial departments, assisting individuals and awarding organisations in the higher education sector, and providing safeguarding advice.
- Advising a Core Participant in connection with an independent statutory inquiry investigating the deaths of mental health inpatients: I successfully obtained funding from the Department of Health and Social Care to act as an individual’s Recognised Legal Representative, providing a witness statement and oral evidence as well as their scrutinising role as a Core Participant.
- Acting for an organisation in respect of its functions as a sole charity trustee of an ancient registered charitable trust: The client has a complex and historical organisational background requiring expert and cross-departmental representation of their legal status and objectives.
- Delivering bespoke safeguarding training to a global Social Impact Group in a city law firm following a review of their policies.
- Advising a private nursery in respect of the Department for Education amended statutory guidance following a High Court judgment relating to the early years free provision scheme.
- Represented a senior executive in connection with the Post Office Horizon IT Inquiry. I acted for a former senior executive of a public services organisation providing oral evidence in two phases of a high-profile independent public inquiry.
- Represented a local-authority maintained school in the First-Tier Tribunal (SEND). I acted for a primary school which successfully defended two discrimination claims, which were dismissed in full following final hearings.
